To insert Latex code into the preamble section, you can highlight the backgorund of the text in OneNote with orange. This is mostly used to implement Latex packages with the \\usepackage
command, as in the print screen below.
Select the background color that appears orange; it will display as 'Gold' when hovered over with the mouse pointer.
Alternatively you can use the “Project A” tag to do the same:

Because the copy-to-clipboard function does not work with tags such as Project A, the Package Generator uses the orange background to highlight the packages for the preamble.
